Process Proposals

Ann reviewed the “process proposals” she developed for the remote proofing paper/project:https://spaces.at.internet2.edu/display/InCCollaborate/Process+Proposals. The idea is to complete a draft and then engage the registrars for reviewing.

The group primarily reviewed the first section:
Solution 1.1 Notary Identity Proofing
Solution 1.2 Consortium Member Identity Proofing

Comments include:

  • use a generic university name that doesn’t imply this is just for schools that primarily do distance ed (i.e. don’t use Distance Ed U).
  • the 1.1 description needs a more elegant summary of the notary process
  • the idea for this section was to define a process that would fulfill the spirit of proofing process that is at least considered adequate.

Solution 2 gets into into knowledge based proofing which, technically, does not equate to LoA2/Silver, since there are no identity docs being displayed. However, one could make the case that knowledge based questions would be equivalent to the Silver requirement of two forms of picture ID.

Bob made the comment that, at least at the University of Washington, it seems that much of the proofing process is based on self-asserted information collected during the admissions process. Third-party proofing information isn’t actually available until after the student arrives on campus.

Article Development
In general, the article(s) being developed from this work have the primary goal of educating IT people and registrars about the process – the drivers for doing the survey in the first place, the survey results, why the current methods seem inadequate, and proposing at least one sample process.

Action Item Review

Ann reviewed an action item from Feb. 25, in terms of asking opinions from experts about the survey findings:

(AI) We will identify a set of questions and ask:

  • LeRoy Rooker
  • Auditor (Dennis Skovsted)
  • Legal (Beth or Fred Cate)
  • Peg O'Donnell at Catholic University

  • Ann and Keith will meet Friday, March 25 (3 p.m. EDT) to review the Process Proposals.
  • The next call is scheduled for April 1, but will likely be moved to April 8. Ann will send email.
