EDUCAUSE Proposal

Discussion on the last call included developing a proposal for the 2009 EDUCAUSE annual meeting. The proposal that was submitted still deals with federated services, but is different than originally discussed. Here is the abstract:

The National Science Foundation, National Institutes of Health and the National Student Clearinghouse have all joined the InCommon Federation. Discuss how your campus can take advantage of the privacy-preserving, cost effective identity management benefits of a federation to do business with these and many other service providers.

Ann and Nancy talked about these at CAMP and will continue that discussion.

CAMP Review

The proceedings are on the CAMP website and all of the slide decks are posted. The summary of themes that Dean produced is attached to the Next Steps session and he will post that on the InC-Student wiki.

Ann has reviewed the evaluations and, overall, they are very good. The sessions were well-reviewed.

Some of the feedback for improvement includes:
• distribute slide decks ahead of time (that is a common comment)
• hotel was too expensive
• break-out session involving campus colleagues receive lukewarm reviews

General feedback indicates that, despite the focus on case studies at CAMP, people seem to be looking for specific solutions or cookbooks. Some ways to satisfy this may be:

• Lead people through an implementation roadmap at a workshop
• Collect roadmaps, case studies, and other community services in a central location like a wiki or EDUCUASE website.
• Update roadmaps
• The ultimate answer may be to provide consulting, so determine whether there is a group or organization that might provide identity management consulting. One model might be the AACRAO consulting service for registrar offices. This service uses both campus-based and AACRAO staff consultants.

National Student Clearinghouse Pilot

Bob provided an update on the pilot project to federate National Student Clearinghouse Student Self-service Services . The pilot is still in the test phase between NSC and Stanford, with some data issues still to be resolved.

Bob has sent a proposal to PESC that they be the authority for defining attribute names for NSC and student services-related federating projects.

There was a discussion on whether the timing is right to bring additional campuses in to the pilot and what NSC's path would be to move from a single campus pilot to a limited production scenario with several campuses. Bob has had preliminary discussions with a few campuses about this concept and is looking at setting up an InCommon working group for this purpose. (AI) Angela will check about participating on behalf of Cornell. Karen S is interested for Penn State. Karen H doesn't know if Wisconsin is interested.

There was also a discussion about some discrepancies among June and September versions of the student self-service agreements from NSC. This is a potential source of confusion and needs to be clarified with NSC.

Upcoming Meetings

AACRAO will include a few identity management track sessions and the University of Wisconsin is organizing a pre-conference seminar on identity management.

AACRAO Tech will offer an identity management track this year, sponsored by EDUCAUSE and Internet2. There is also discussion about an IdM pre-conference seminar.

AACRAO's College & University Journal

After last year AACRAO Tech meeting, AACRAO's College & University journal expressed interest in an article about Wisconsin's governance model. Joanne submitted the article and it will appear in the upcoming issue. There is also interest in a follow-up article with a list of IdM resources. The working group brainstormed approaches to such an article (see below); Ann West and Karen Hanson will follow-up on this.

Brainstormed thoughts:

  • Best practices
  • Case studies
  • Themes that came out of CAMP and resources that address those
  • Themes that came out of last AACRAO Tech and address those
  • Combination of themes from CAMP and AACRAO Tech
  • New FERPA rules and how they affect IdM infrastructure
  • Mention roadmap and pull out highlights. Who might want to use roadmap and why.
  • Take themes and find resources. Point to things institutions may have published.
  • Highlight some things from CAMP. Renee Shuey's student life cycle slides.
  • Here are some IT-related resources that might find useful.

The Year Ahead

There was a general discussion about the coming year and specific things the working group would like to accomplish. The outreach work with IT identity managers and the AACRAO community will continue, including articles and presentations.

There is an interest in promoting, to those on the IT side, a better understanding about the implications of FERPA and the broader notion of protecting student privacy, on the one hand, and an interest in making use of student data to enhance processes and experiences. In particular, federated attribute release in the context of the new FERPA rules would be an important topic to discuss and disseminate information about.

Also, Internet2/MACE has been looking at additional interaction with the Community Source Projects, such as Kuali and its projects, regarding identity management. Kuali Student is of great interest to a number of campuses,That might be another area of engagement for this group.

There was a discussion about call frequency. The group decided to maintain a biweekly call calendar, but leave cancellations to Ann's discretion when it appears the agenda is thin.
