Note that John Borne (LSU) is new to the call. His background is in IS architecture, but he also has taken on responsibility for identity management.

Action Items

(AI) Bruce will identify the appropriate NSC technical person to participate in a call concerning the pilot. If that person is available, the May 15 call will focus on the pilot.

(AI) Tentative - If the May 15 call is dedicated to the pilot, Ann will invite a broader range of pilot participants to the call and send a note to the InC-Participants list to see if other campuses are interested in joining.

National Student Clearinghouse Pilot

Stanford has signed the necessary agreement with the clearinghouse and the organizations can now begin the process of exchanging data in test mode. Initially, Stanford and the NSC will federate student self-service features.

As Stanford and NSC being pilot work, the next step is to involve a second group. Indiana is about to implement self-service with NSC and is interested in federating. There is also interest from the University of Washington and Cornell.

(AI) Bruce will identity the appropriate NSC technical person and invite that person to the May 15 call. If he or she can attend, the May 15 call will be used as a pilot call and an opportunity to discuss technical issues. (AI) Should that happen, Ann will invite the broader pilot group and ping the InC-Participants list to see if other campuses are interested in the pilot.

Indiana Transcript System

Indiana has deployed its new transcript system for former students, allowing them to authenticate themselves. The two-phase system requires, first, a name and birth date, university ID, or SSN. Second, individuals must answer four personalized questions. While the system is in production, no one has used it yet.

Bob mentioned a vendor that offers a similar service. Acxiom maintains a giant database of non-financial information about people and uses the data to form challenge questions for verification.

AACRAO Tech

There is an identity management track at the July AACRAO Tech meeting. Planning has started for AACRAO 2010, with the proposal deadline of May 22.

Department of Education

There was a general discussion about the potential for federating with the U.S. Department of Education, particularly in light of progress at NIH and NSF. The Department of Education seems less centralized. One of the issues is determining whether there is an office, or a specific application, that might make a good first step toward federating with the Department of Education. Renee Shuey mentioned that, at Penn State, the larger impact with DoE is with financial aid and not with registrars.
