International and Seamless Access update

International Update

  • REFEDS - the eduGAIN Security Incident Response Handbook consultation closed on 11 September 2020. This consultation was slightly different than usual in that REFEDS will not be managing the final product. This consultation was to help the eduGAIN steering committee collect feedback. The next step is for the eduGAIN SC to decide what to do with the feedback received.
  • eduPerson - A few months ago, the Schema Editorial Board formed a subcommittee to discuss whether we had enough energy and consensus on definitions to expand the vocabulary of eduPersonAffiliation. After several months of discussion, the group consensus was that there is NOT enough support or consensus on definitions to expand the vocabulary. Instead, organizations are encouraged to use eduPersonEntitlement and to share how they define terms such as “researcher” in that model. We will re-evaluate in the future whether the communities of interest converge on a common definition, but only if the communities of interest approach REFEDS and the SEB with a formal request and proposal for additional vocabulary
  • REFEDS will propose an intro and update session for TechExtra CAMP to bring the community up to speed on REFEDS activities in 2020.

SeamlessAccess

Entity Category proposals - The consultation for the three proposed entity categories closed on 31 August 2020, and the Schema Editorial Board is discussing the feedback. The Schema Board and the SeamlessAccess Working Group met to discuss one of the entity categories (Anonymous Authorization) and the Schema Editorial Board will meet on 1 October to continue their consideration of the feedback received.

Contract Language - A new working group is in action within SeamlessAccess that is looking to offer non-legal guidance on language librarians can use around FIM in their contracts with publishers. The membership list for the working group is available here: https://seamlessaccess.org/about/community/

Additional publishers using SeamlessAccess: In the last month, Elsevier’s ScienceDirect and Wiley Publishing have both started using SeamlessAccess. Elsevier expects to expand the use of SeamlessAccess to other journals, though their identity infrastructure means this is not a trivial effort.

SeamlessAccess will submit a session proposal to TechExtra CAMP to offer both updates on the project and a more general look at the stats as seen by libraries and publishers around the use of FIM in 2020.

CAR Survey on attribute release

The CAR (Consent-driven Attribute Release) group continues to work on a survey regarding community thoughts on attribute release. CACTI is also involved and comments from TAC are welcome.

SP Onboarding Guide / Federation wiki update

The Federation wiki rewrite and expansion of documentation continues. The new wiki is intended for all users of the federation, plus to help service providers and others to understand the research and education environment. The wiki also includes a “getting started” section and information on how InCommon uses SAML standards. There is still a need for specific information on integrations. Work from the Test Federation working group will also be incorporated.

TAC alum access to email lists and private content

The TAC email list includes roughly 50 members and includes many past members of TAC. There was discussion about whether to continue the practice of allowing past TAC members to remain on the list. Some past members also have access to the private wiki space. After discussion, it was decided to allow past members to remain on the list, but also to do a periodic review of the Past TAC members on the list.

TAC Nominations - needs in 2021 and beyond

The nominations wiki page is available for nominations. During 2020, there were 11 TAC members; the charter requires a minimum of 7 and no more than 13. Four members have terms ending at the end of 2020. In addition, Mizuki Karasawa is stepping down due to other obligations (her term ends in 2022). Here is the status:

Continuing TAC members:

  • Janemarie Duh
  • Matthew Economou
  • Eric Goodman
  • Mary McKee
  • Mark Rank
  • Keith Wessel

Terms ending in 2020:

  • Matt Brookover (will nominate for a three-year term)
  • Judith Bush (will nominate for a three-year term)
  • Heather Flanagan (will nominate for a three-year term)
  • Eric Kool-Brown (will retire)

After discussion, TAC plans to operate with 10 members during 2021. In considering nominees, TAC will seek a balance of SP operators, IdP operators, and company representation. In seeking nominees, we will contact these groups (among others): BaseCAMP attendees, international, library, research, SP, research with a focus on public health, and pay attention to the balance of institutional scope and size.

Nominations are open through October 23. TAC will begin discussion on nominees in late October, vote in November, and elect officers in December.

Next Meeting -  Thursday, October 8, 2020
