3) Update on CKLN (Curtis White)

  • Curtis noted that discussions have been dormant since April
  • Recent Punta Canta plenary, w/ ministers of communication/tele-communication from Carib. Islands. 
    • As part of St. Vincent/Grend. presentations, noted that a number of other regions have sought to establish NRENS, but not in Carib.  So ministers of CTU (Carib. Telecom Union) - incl. Min. from Dutch Antilles, decided to  start CKLN - Caribbean Knowledge Learning Network.  They were present at the meeting to get carriers to make access available to jumpstart CKLN.  Since is that it is in development stages, CKLN is a part of CTU Secretariat at the moment. 
  • Curtis sent the note to the mailing list for 2 reasons: 1) does not know if other carriers outside of SMITCOMS have made an offer.  2) Thought that if ministers proceed, it'd be nice to figure out how to dovetail efforts to not duplicate, but accelerate the development.
  • Arun - understand that Alcatel is putting in submarine cable from Mexico to Leeward Islands. 
  • Curtis - a number of cables, but does not think they offer capacity for R&E.
  • Wesley - St. Croix challenge is fiber passes through, but no pop exists to allow access to the fiber.  AT&T has been working to help the new bureau of IT to access some of the fiber.  AT&T recently reduced cost for a DS3 to Florida.    Not aware of any access to Global Crossing fiber in St. Croix
  • Curtis rec: would be a bit disjointed if CKLN proceeds with development without hearing from those on the call.
    • suggests a discussion with CTU (Dr. Thompson?) or others involved in CKLN, on collaborative efforts currently taking place.
  • Arun asked if AMPATH has contact w/ CKLN.  Heidi is available to meet with them, as she is trying to make a trip down to Puerto Rico around 8/20.  This could be a good time to go for an introduction.  Curtis would be willing to make intro.  Heidi and Julio met w/ SMITCOM-...drew up map for entry node from eastern carib. side.  Curtis will share out map to the list.

Next steps:

Start documenting application needs and interests.  If possible, talk about projects underway.

re: Internet2 day:

  • during St. Maartien mtg-idea came up to have an Advanced Networking for R&E introduction workshop in the Caribbean.  St. Maartien was discussed as the location b/c they are closest to connectivity through Erasmus.  Proposal for Dec/Jan/Feb timeline.   Goal of introducing I2 to the region by reaching out to many different players, emphasizing need, timelininess, etc.
  • Christina: would like to involve CLARA and IADB going forward.  She'll talk to CLARA folks at next regular call
