Background

UCB and UCSF are looking to implement new identity registries. The schools are looking to select a common solution that meets the needs of both campuses.

Penn State is investing significant resources in an identity and access management product that includes the development of a new registry. The code is not yet available publicly, although it is available for review for interested parties.

Hypothetical Request

Upon review of the existing partial solutions, the schools select the Penn State registry to build upon. The UC schools are willing to contribute 1 FTE for two years to the project.

Penn State agrees to release their code under an open-source license and move the registry project into incubation within one of the joint venture communities. Penn State further agrees to contribute 1 FTE for two years to the project.

Execution

The FTE resources are provided to the Registries Workstream, earmarked for development of the Penn State registry. In addition, a “tax” is assessed for shared services. Although the contributed resources are FTE, the “tax” is assessed in cash (on both the UC and Penn State contributions).

A steering committee is established, allocating two seats to be filled at the discretion of the joint venture (which earmarks one seat each to Penn State and to a UCB or UCSF representative), subject to minimal requirements (eg: must be knowledgeable about identity issues), for the duration of the contribution.
