1)    Roll Call, Agenda Bash, Approve Minutes, Intellectual Property Rights Policy Reminder
   http://www.internet2.edu/membership/ip.html

2)    *Brief* updates from each of the 8 pilots

3)    For our call tomorrow we will be joined by guests from Privacy Vaults Online (Privo – pr ivo.com), working with NSTIC on child privacy issues and COPPA compliance etc.

a)    PPT -- "The Global k(ID) Network & The Minors Trust Framework - Parent Consent at Internet Scale"

b)   Cf. http://www.nist.gov/itl/nstic-091713.cfm

c)     Introductions

i)      Thrilled that Denise is connecting with K-12

ii)     Denise’s focus is COPPA compliance.

(1)  This is a very tough compliance to reach

(a)  kids.gov issue – Privo was invited to attend a meeting and discovered the site was venerable and not COPPA compliant

(b) The site hosted a contest for K-12 via the Whitehouse site but there was confusion about how kids could signup across the websites and up-load videos. The permission had to be from the parents but this was being confused with teacher consent - parental consent is a must

(c)   Scope of COPPA now covers apps as well

iii)    Some issues are international – has been in contact with ReFed – Will be setting up a special interest group

(1)  Binding of parent to kids and kid to teacher – Countries such as Sweden have a different way of doing this

d)    How does COPPA fit in with Google? Where do they stand in collecting information, and what happens if information is shared? What is the trigger – It should be up to the individual way at a saleable fashion. By taking it a step farter, there should be a credential that defines them as a child and needs parental consent

e)    University of IlliniCloud – Trying to establish a K-12 federation. They are creating apps and would like to be a voice in this conversation. The audience is actually P-20 and public at large including adults. There is a huge question about data applications, vendors and longevity of the data.

f)      The reality of this is, is that this is happening today. Time is of the essence

g)    Should this happen at a state level? Privo has been approached by some of the larger platforms.

h)    IlliniCloud project space is sponsored by the state board of education.

i)      It is important for people to understand Denise’s business. She supports IVP for minors, etc

j)      MCNC is involved in a project where all of the school kids are registered for the project across the state. How do you vet the parent and connect the parent to the kid

4)    InCommon/Quilt Meeting in February will be held on the 6th & 7th

a)    Agenda to be discussed on pilot def call

5)    Next call Thursday 19-December at 4:00 PM EST
