MAIN ISSUES DISCUSSED 

- Brief intro describing where Penn State is in the Policy analysis/rewrite process - for example,In facilitating discussion surrounding Policy, State has found it useful to make clear distinctions between

  • Policy
    • "Constitutional" level, simply, economically expressed, broad founding principals
  • Business Decisions
    • "Functional decisions" such as platform selection, management of process
  • Business Rules
    • Can be expressed in code, implements procedure
  • Procedure
    • Specific step-by-step instructions - how to work the thing

-In general discussion, Policy/Procedure distinction finds functional distinction at one of the institutions present, with Policy "owned" at a very high level (Deans and the like), with responsibility for procedure falling largely to those who implement it.

Discussion of external drivers, such as compliance, state statute.

Discussion of the possibility that InCommon "best practices" efforts might serve to inform policy at federating institutions.
