1.    Output matching.
2.    Flow paths (see action items)
3.    Incentives (money and goodwill)
4.    College Board and ACT must be able to maintain branding.
5.    User does not need to know where attributes are stored
6.    Central authority “One-Pass”. Self register, photo identification at test time increases LOA
