DISCUSSION

Data Protection FAQ Development

On recent calls of this group development of FAQs around data protection issues has been discussed. Denise would like to do an EPIC-ED posting featuring data protection FAQs. Seehttps://www.epiced.org/node/514/content/blogs for a previous posting.

A wiki page has been set up for this group to pose questions and draft answers around data privacy. See

Denise plans to take the content that exists on that wiki by Dec. 10 and use it for a blog posting. About five FAQs would be a good amount. The information could be subject to later addition and revision, as a living document. In addition to the FAQs , Denise would also like to include links to a small set of helpful resources in the blog posting,  The FAQs could later be put it on the COSN website along with the Primer.

It was agreed that many states and districts are grappling with important privacy and process questions related to moving data, including student data, to the cloud. It would be good to have guidance that is not vendor specific.  In some cases inBloom has become a focal point, but the issue extends beyond any one vendor or program.

Keith noted that COSN is working with the Berkman Institute for Internet and Society at Harvard on developing a toolkit around privacy in the cloud environment.

The Quilt/InCommon pilots are progressing well. There has been good collaboration between the pilots, for example between Illinois and Nebraska pilots.

Quilt/InCommon Federation Workshop Planned for Feb 2014

The Quilt/InCommon pilots came out of the Quilt/InCommon Federation Workshop following the Quilt 2013 Winter meeting in La Jolla in Feb 2013http://www.thequilt.net/index.php/events/246-2013-quilt-incommon

There will be a follow-up workshop in Feb 2014 in La Jolla.  Each of the pilots will have a representative to update the community on their progress. This 2014 workshop is in the planning stages. More details later.

Federation Business Model Development

InCommon and MCNC are working to develop business models to make it more cost effective for K12 districts to access federated IDM.  A meeting was held in Chicago in October to further the development of the models. Models being looked include having a regional federation provide the vetting  and registration services that InCommon provides to its Higher Ed members.  This would reduce the work for InCommon to bring a K12 district into the InCommon Federation and thereby potentially lower the cost. The hope is to pilot a model in North Carolina before the Feb. 2014 Workshop.
